Who the hell are they talking about. I think that if you ask most decent Americans, you would find that they would not accept that premise. It is only in Washington that such poppycock finds a fertile hotbed among the spineless weasel class. Most others would say &$#@ that $hit. The midterms outcomes would indicate differently.
