Oh my sweet Lord, we have gone into the international respect toilet...I bet every President of the United States is either spinning in his grave or spinning in his swivel chair over the development of our lack of ethical moral behavior which has characterized our foreign policy for centuries.

I wouldn't read that much into it. The French historically have been proactive when it came to their former colonies that are still aligned with France.
