#2 Slap impossible EPA regs and bump up the fuel taxes for some really neat stuff, multiply by foreign demand (other producers having problems x thug regimes purchasing seige supplies), then talk about the increase employee costs of handling.

The sun and the rain are out of our hands, the rest is human/government weather.
