#1 The only reason he would be in Israel was if he was having medical care, which is a strong possibility, as it might extend his life for a few critical months right now.

Otherwise, I can imagine a contingent of his government going to Israel, to set up a discreet shadow government in case things suddenly go all to heck in Egypt. Operating in Israel, they could focus as a remote command and control without fear of violence.
