This tells the tail. COIN in the areas that we and the Afghan government hold, counterterrorism in the areas that we don't. Finally, some common sense.

#4 I thought a ratchet only goes one way, you can ratchet up but not down.
That aside, since when did our forces take a vacation over the winter, kick back with the wives, kids and goats? That's for the enemy. With their combat sandals.
