#1 Most people up her see her as "Ted's second wife". There was never a connection to the public. This won't influence too many people.
Ted was seen as the last of the Holy Trinity. He's gone. I think the rest of the clan are seen as flawed, self serving lightweights riding on the coat tails of the "legacy".

#3 It's possible. A lot of the (real) Kennedy's core constituency are now in nursing homes. 1960 was a long time ago.
