#1 I did some looking around. There are several of these "ghost fleets" around the world, including off the coast of southwest Africa, several places off the South/Central American coast, and in the Pacific. Even without the economic collapse, there would have been (and has been) an excess of ships for the amount of trade. A full third of the worldwide tanker fleet is used to store excess oil production, to keep the price even partially stabilized.
