#2 I expect that they will get the cream of the crop of researches from places even worse than Saudi, like Somalia, Zimbabwe, Haiti, and maybe Cuba.

#3 I'm not so sure -- they've been recruiting heavily via the US sources & are offering high salaries and advanced academic ranks.

#4 We see in Africa what happens when the cream of society is highly educated, but there's no social infrastructure to support it. On the other hand, an educated bourgeois makes serious, society-changing demands on the governing class. Either way, the current situation should change, I'd think.
