#9 Wholump, years back I suggested deploying disposable 'kamikaze' mini-drones. Think 'Hobby Hut' with a camera and an explosive charge. Deploy a bunch of them over a target area from a transport plane, with control stations on the plane. Fly them all around the town, into courtyards, whatever. If you spot a worthwhile target, crash into him and blow up. If you don't, land somewhere interesting and see who picks it up and where they take it. At an opportune moment, blow up.
