#2 Under international law, what percentage can legally be executed after a summary trial? Most? Few? Anyone traveling with AQ or the Taliban or the Brave Minutmen In Iraq™ is obviously an illegal combatant. Do we have very many people that were simply arrested (more a law-enforcement model)?
