I'm a little slow on the up-take.
The French want any Iraqi government in place. They don't care if it's elected or not. In fact, they'd prefer that it wasn't.

#2 We'll get a government up and running in Iraq long before we get common sense and decency in France. I used to have a lot of sympathy for the french because they seemed to get invaded by the germans or the english about every 20 years for the past two millenia. But since I've gotten to know them over the last couple of years, I think I know why they get invaded all the time and its not just for the food.

The French couldnt be any more transparent if the were made of saran wrap. They want a quickie Iraqi government that can be manipulated the way that Saddam was, to put them and rhone polenc back in the business of stealing oil revenues from the Iraqis.
