#1 A go away settlement. Sets bad precedent but the 'authorities' rather kick the problem down the road than expend the resources to treat everyone the same for security reasons. Aren't they 'virtuous'.

#4 Is she wearing her Hajib in her drivers license photo? Also if nobody knows what you look like because you always were a hajib then does it matter that they released your photo? You are basically anonymous.

Don't do the crime, if you can't do the time.
