#4 See, that is exactly why we need a 100,000 strong Federal Tracing Department.

What is great about that, is that since quarantine orders are actually executive orders and not law, the Federal Tracers are not actually law enforcement and not subject to such constraints. And if there are legal challenges, they can just be pardoned by the president until such knots and gridlock can be fixed.
