#3 The traditional approach, used to effect by both Diaz and Tito, is to have one ethnic group police the others. They have no connection with the locals, and the mild distaste actually leads to some degree of honesty. As long as they have a national police affiliation and training, and a higher headquarters to insure that they do not become abusive, this works very well.
