Step 5. More Troops needed.

Step 6. More $$$$ asked for and received.

Step 7. 5+ years later with a 1000+++ death & wounded. US decides Peace Keeping mission can end and the local government can take of itself.

Step 8. Masses Ethiopians start seeking to immigrate to the USA.
