Because Medicare reimburses doctors below costs plus the high cost of malpractice insurance, many have quit practicing or refuse to see patients without private insuramce. Many competitive schools discouraged nurses and doctors for years, steering them into other fields. The professional shortage is filled with foreign doctors who will work for less, especially if they don't have $100,000 in educational debt. When government contractors such as Rockwell lays off employees and hires foreign engineers from nations that should be watched because they pose a potential security or espionage risk, this beomes another major loophole for terrorists to relocate under the radar. Besides, who wants a quack to butcher you in surgery even if it is deeply discounted?
