#1 Time to shift this from civil to criminal law for the pols. You pass it. It is ultimately found unconstitutional. You get prosecuted for civil rights violations. Feel free to tack on 'bad behavior' for judges who seek to bend original intent without sending it to the legislative branch for the proper amending process.

#2 DC Government already has a criminal record (check the arrest records of city officials). That's why Im not surprised - they have a slave mentality and single party rule, with all the corruption that brings. Its a shame the slave mentality has bled into the court system.
