We just officially notify the Sheriff /Chief Of Police in writing that

________; is forming a Community Watch & Protection Group to address the issues beyond the current abilities of the Law Enforcement. Leak a copy to the Media.

The 2 times I have seen this tactic used, I was amazed how quickly the proper resources are found. Especially if the head of Law Enforcement is ELECTED and no appointed.
