#1 A question I haven't looked at yet is whether the Texas bill is now enforceable. Enforcement of it had been enjoined before the Fifth Circuit ruling. Also: from here on out does a violation of the Texas statute give rise to a claim for damages?

#2 California tries to make its laws apply beyond its borders. So does New York. I'm sure there are other examples.

Not saying it's legal or practical to attempt, just that the precedent exists.
