#5 E-Verify cleans this up pretty fast. The unaccompanied military youths just go somewhere else when E-Verify is mandated and enforced on employers at the state level. As red states put an E-Verify requirement in place this will become exclusively a blue state issue which will turn up the pressure on Dems.
