Listen to his All Over The Map Exit Speech.

Buried deep in it was about 45 seconds of him actually saying he was resigning.

Surrounded by with something like 10 to 12+ minutes that sounded like a College Football coach doing poorly delivered "Win for the the Gipper" routine.

Basically, he resigned to avoid Criminal indictment and Impeachment.
Both of which would have likely barred him from future NY / USA Political Offices until pardoned by the next Liberal in Office.

Now he just has to pay some hush $$$ or have some threats made to keep his Political Meal Ticket viable.
