Simply put, ~~John~~ Juan Deer is doing what it thinks it needs to do to max its profits.

The USA with all of its taxes on top of taxes and Eco lawyers always seeking $$$$ for something. The USA is not their best ROI business nation anymore.

Besides, with their NAFTA move to Mexico to reduce operating issues (Labor/Fed Reg/Taxes) & costs. It stands to reason they'd, just like the Auto industry, would start dumping US workers as they move.
