#3 Perhaps the entire facility could be upgraded to Cuban Revolutionary standards, to include extensive cratering of the NAS GITMO runway, hangers, coms towers, etc..... just prior to our exit. No sense leaving the Russians any modern, imperialist facilities now is there? I'm sure they'd prefer their own architecture and design.
