#3 To be factually precise, the state legislature passed and the Governor will likely sign a law that authorizes someone access to certain funding when they identify themselves as a criminal under federal law?

Did I miss the part wherein they swear to support and defend the Consititution which presumptively means obedience to all laws, not just the ones they choose?

The State of California is governed by political whores whose claims of moral integrity are bankrupted by this act!
