#2 I blamed careless handling of both passive and active Technical Surveillance Countermeasures for the USEMBASSY Havana incident. Countermeasures more commonly referred to in the community as 'Operational Security (OPSEC) and Signatures Reduction'.

Mine is a 'lone voice in the wilderness' theory, but I'm sticking with it. My runner-up theory involved targeted electronic signals collection.

Neither theory involved the Russians or other foreign intelligence services. A default frequently used by the Deep State compliant medial.
