#3 If its not inside the school you have no legal basis to get involved. If its happening outside the school, report it to the local authorities. Inform the parents of the activity and point out their culpability in providing junior or missy the means of owning or distributing kiddie p0rn.

#5 Confiscate any cell phones found on campus. Then, what the students do on their own time is their business.

#6 Get rid of all the electronics, go back to paper.

Exceptions for classes requiring calculators, to be supplied by school and returned after class.

So even if they go home and have the computer do their homework, they at least get the rote memorization and penmanship, like the old copybook lessons, when hand writing the printout.
