#3 Seems to me, the only reason for such a "briefing" is to distract from the discovery of some government malfeasance, likely by one of the Three Letter Agencies. What reason could there be for testing such a device on our own people? Simple, you need to follow up on your experimental subjects to study the effects. Doing a detailed medical exam on your own embassy staff is easier than using random foreigners, especially hostile ones.

#4 It is still my opinion that they weren't trying to damage their own people.

More like a new electronic anti-eavesdropping, anti-drone, anti-whatever blocking technology that didn't get field trials that included looking for any negative impacts on human subjects.
