#2 As much as drug arrests are needed in liberal run Metro's. QUOTA's violate a handful constitutional, civil rights and arrest rules.

Now think about applying it to other situations eg. JAN 6th type protests.

They will receive a citation which goes on their Permanent Record, a free ticket to detox, and then we turn them loose. If we were the Department of Natural Resources, we would call it "catch & release" - bag 'em, tag 'em and them run free.
