A third of those who have been denied citizenship have an unexpunged or outstanding criminal record. A quarter of applicants for Russian citizenship were not given due to the fact that they advocated a violent change in the foundations of the constitutional system of Russia and pose a threat to security.

The Ministry of Internal Affairs noted that the work on the admission of citizens of the DPR and LPR into the citizenship of the Russian Federation continues.

On April 24, 2019, Russian President Vladimir Putin signed a decree allowing residents of the DPR and LPR to obtain Russian citizenship in a simplified manner.
