So they ramped up their own program, with GEN Flynn taking the lead and facing the fury of the Beltway. Thiel's Palantir helped them enormously, again working around a massively costly, late, and ponderous Army info system that embedded top down control of analyses.

Hence this budget vs that of the DNI.
