Boeing taxiing for takeoff collides with another plane in Chicago

[Yahoo - Independent] An All Nippon Airways (ANA) flight was taxiing for departure when its left winglet struck the stabilizer of a Delta Airlines flight, a spokesperson from the Federal Aviation Administration (FAA) said in a statement to The Independent. No injuries were reported, and the incident occurred in an area "not under air traffic control,"

the spokesperson said.
Thank you, FAA spokesperson, who did not mention (obscured?) the fact that the same controllers who work Ground control (under whose aegis the subject aircraft were operating) are routinely rotated through Ground and Air [Traffic] many times during their shifts. Ground and ATC work in the same cab, while Departure is typically relegated to "the basement."
I'd like a little more data regarding the controller who was working the aircraft during the gate operation.
