#4 Initial estimate is that 2 million out of 2.6 million black residents will qualify. I'm sure they can and will cook the books better than that. So, in other words the nation truly has fallen and the enemy is looting the Treasury.

#5 Since there was never slavery in California--it skipped the territory route and was admitted as a free state in 1850--one wonders who there is eligible for this. Maybe it is just showboating?
