- Then-President Donald Trump negotiated a fixed price of $3.9 billion
- Boeing pays any costs over that amount
- Costs have mounted due to labor and supply chain problems
- The contract is also three years behind schedule
- The new Boeing 747-8s, which are being modified into flying White Houses, aren't expected to fly until 2026 and 2027
