Is DC Spending us into Civil War?

Laitin and Fearon found that POVERTY was the key factor in 125 Civil War they studied from 1945 to 2003. Not ethnic, religious, and language differences. They even noted, countries with higher levels of democratic freedom did not have a decreased the risk of civil war either.
So I ask, is DC spending us into a Civil War?
Given we are now a nation with over $28 Trillion in overspending debt and a elected leadership seeking to add another $4.5T (+/-) on top of that in the coming weeks.
A nation hamstrung with a 14.2% growing US poverty rate, with a collection of corrupt government officials that continue to overspend and desperately hand out money to appease the poor.
Because it seems the stage is being set by DC.
