Failure to demonstrate action: Why Pakistan remains in the FATF Grey List
[OneIndia] Pakistain has failed to demonstrate that it has taken action against the UN-designated turbans as a result of which it will continue to remain in the Grey List of the Financial Action Task Force (FATF).

The FATF noted that Pakistain needs to further demonstrate that action is being taken against the likes of Lashkar-e-Tayiba chief, Hafiz Saeed
...founder of Lashkar-e-Taiba and its false-mustache offshoot Jamaat-ud-Dawa. The United Nations declared the JuD a terrorist organization in 2008 and Hafiz Saeed a terrorist as its leader. Hafiz, JuD and LeT are wholly-owned subsidiaries of the Pak intel apparatus, so that amounted to squat. He is periodically placed under house arrest so it looks like the govt is doing something. Once the heat is off they let him go....

...One of the major players in Pak terrorism. In early 1994, India incarcerated him for his activities. In 1995, foreign tourists were kidnapped in Jammu and Kashmir. The kidnappers included his release among their demands. One of the hostages managed to escape but the rest were eventually killed. In 1999, he was freed by the Indian government in exchange for passengers on hijacked Indian Airlines Flight 814 that had been diverted to Kandahar. The hijackers were led by Masood Azhar's brother, Ibrahim Athar. Once he was handed over to the hijackers, they fled to Pak territory despite the fact that Islamabad had earlier stated that any of the hijackers would be jugged at the border. The Pak government had also previously indicated that Azhar would be allowed to return home since he did not face any charges there. Shortly after his release, he made a public address to an estimated 10,000 people in Karachi, firing up the rubes against America and India...
Addressing a presser, Financial Action Task Force (FATF) president Marcus Pleyer said the decision has been taken at the conclusion of the virtual plenary of the organization.

The Gay Paree based FATF noted that it requires Pakistain to demonstrate terror financing investigation and prosecution of leaders and commanders of the UN-designated terrorist groups and their associates.

The FATF said that Pakistain would continue to remain on the increased monitoring list. Increased monitoring list is another name for the Grey List.

"Pakistain has taken a number of important steps but needs to "further demonstrate that investigations and prosecutions are being pursued against the big shotship of UN-designated terror groups," the president of the global body against money laundering and terror financing said.

"All these changes are about helping authorities prevent terrorism, stop corruption and prevent organised criminals from profiting from their crimes," he also said.

Pakistain has struggled to get out of the Grey List despite all back-channel efforts. Seeking to wriggle out of the list, Pakistain had in 2020 imposed financial sanctions on 88 banned terror groups and their leaders, including 26/11 Mumbai attack criminal mastermind and Jamaat-ud-Dawa

In February 2020 the FATF gave Pakistain, which missed 13 targets, a four-month grace period to complete its 27-point action plan against ML&TF committed with the international community.

With Pakistain's continuation in the 'grey list', it is increasingly becoming difficult for the country to get financial aid from the International Monetary Fund (IMF), World Bank, Asian Development Bank (ADB) and the European Union
