#2 the missile, while in space is not accelerating so targeting is a bit easier

in the initial boost phase the missile is moving more slowly and the heat signature is enormous but the boost doesn't last for that long

at the end of the descent phase a ballistic missile is going really, really fast, say 5 miles a second
