#3 Egypt does get 1.3 billion annually in military aid from the US.
Egypt has 216 (with 20 more on order) of F-16s. They also use the C-130 for transport.
Older US air defense, newer stuff Soviet-Russian make.

Unless the aid packages stated that Egypt wasn't supposed to buy Russian goods I see little reason for sanctions.
