More contractor criminal activity at Fort Gordon
[Aiken Standard] An active duty colonel at Fort Gordon, his wife and a third person have been indicted in case alleging bribes and kickbacks totaling $20 million, according to a news release from the U.S. Attorney's Office.

Army Col. Anthony Tyrone Roper, 55; his wife Audra Roper, 49; and Dwayne Oswald Fulton, 58, a former employee of a defense contracting firm, all of Augusta, were indicted this week by a federal grand jury in Savannah, the news release said.

Further indictments are possible. A retired colonel referred to only as "CDL" in the indictment "aided and abetted by the Defendants and others, provided false and fictitious information and paid bribes to public officials.
This could get interesting.
The indictment doesn't specify who the other public officials are.

According to the news release, the indictment states the scheme began in 2008, continuing almost a decade. The scheme involved soliciting and accepting cash bribes in exchange for rigging more than $20 million in U.S. Army contracts, the release states.

According to the indictment, Anthony's responsibilities included oversight of the U.S. Army's efforts to build and modernize its information and communication network.

The indictment states he sought and received bribe payments in exchange for steering and awarding Army and private company contracts.

The scheme utilized various shell companies, such as Quadar Group and OzTEK Research LLC, the indictment continues.
Very likely sub-contractors (subs). Could we please have the names of the 'Prime Contractors and the Gov't Contract Officer Representative (COR)?
"The indictment further alleges that in an attempt to hide their bribery and fraud schemes, the Defendants attempted to obstruct an official investigation into their criminal conduct," the release states.

According to the indictment, the suspects would offer and give bribes, that included cash and no-show jobs in exchange for official acts.

#2 the indictment states the scheme began in 2008,

One of the reasons to move their ass every three to four years. Replacement more likely to expose such behaviors.

#3 Actually, one would want the Contracting Officer; the COR monitors the contract, but the former is the one who approves and awards them.

#4 The COR is likely a homesteading civilian. He or she will (or should) have the historical knowledge. Either's sworn statements would be delightful however.

#5 Contracting Officers tend to be civilian as well. And it would be interesting to get statements.
