#1 Soon you'll end up with only foreign suppliers as the number of companies that could build these type of things has shrunk since Vietnam from many to one or two. Foreign countries will absorb some overrun costs as a trade off to keep their shops and people working.

#2 Can't provide a cost if the specs keep changing. Design-builds have to have clearly defined needs/goals and not let them change as customer personnel changes with all new "bright ideas"
