#2 ...we had been reading the Japanese diplomatic code for a while. The west coast consulates had been reporting of friends and agents among the Japanese communities. Washington factored in that 90% of all aircraft production was in LA and Seattle at the time. Without any mean of distinguishing the difference between loyal members of the community and 'friends and agents', they simply moved all they could find.

They also rounded up German and Italian nationals, though not naturalized. The Japanese and other Asians faced more, and yes racists, roadblocks to naturalization than the Europeans.
