#3 Gummints do not earn money (rare exceptions for fines and interest on held funds) so every dollar the spent is a dollar the private sector might have spent. At one time we could say probably better spent too, but the trash-tainment industry and the lose tens of thousands on each unit sold EV industry have put the lie to that.
