#1 The system in that section of Florida matches the template that most worries me. A guy voting for his dead aunt is illegal and unethical but it is small scale and not coordinated. A ballot harvesting organization is a much bigger problem, but it is tied to actual voters and real ballots. Coordination with the voter rolls to match boiler room prepared fake ballots to fake voters or non-voters is what needs to be broken up for good. All levels of these frauds are tied to absentee voting. Paper ballots ruin the machine scams which fall apart with a hand recount.
