Given the Person was UNARMED shouldn't the same
DEMANDS made by Congressional members against Police apply to their own bodyguards?

Shouldn't the panicky officer have already been brought up on Homicide Charges before he an
"accident", or a "Seth Rich solution" is applied?

#3 A different lawsuit about violation of Babbitt's civil rights might also be possible wrt DOJ's failure to pursue charges -- stuff like that kept happening in the Deep South before the Civil Rights Era. The rationale for those previous failures were also to prevent "something so much worse". If there isn't a statute of limitations, this type of lawsuit could be filed at any time in the future, e.g. under a subsequent administration quite different from that of Cigar Store Joe.
