When I spoke with Chris Gatz of the Army Corps of Engineers, the first project he mentioned and the only ones he seemed eager to talk about were those of African nations. In 2014, $6.5 million in projects had been funded when we spoke and that, the majority were "humanitarian assistance" (HA) costruction projects, mostly in Togo and Tunisa, and "peacekeeping" operations in Ghana and Djibouti.

Probably little more than a coincidence, State Department connection, Foundation, mysterious e-mail server, Benghazi, etc.

#13 At Khe Sanh the safe distance was down around 1km. You can walk about 3 miles a hour, so 70 minutes might be very generous.
