#1 Maybe they (France, Italy, Germany, UK) should follow Obama's lead with Cuba and reengage in imperialistic colonialism in Northern Africa to draw the hapless immigrants back.

#2 Australia tried going after the people smugglers. A few harmless fishermen were thrown in jail, and the policy was a complete failure.

What worked rather dramatically was to send boat people to offshore camps in places like Nauru, PNG and Cambodia. Boat arrivals stopped within weeks.

Drop illegal cololnisers in the country they left and confiscate the boat they used to attempt the crime.

#4 After ISIL maybe the open minded will reevaluate the crusades. Maybe after this continues, they might even reconsider 'colonialism' to get to the source of the problem.
