#2 Totten's off on this one. As P2k points out, Libya has oil. Manage the country and the oil responsibly and they don't need aid, they can pay for whatever they need.

And Col. Khadaffy openly threatened to send on the hordes of Africans who wanted to settle in Europe. It was that threat which galvanized the forced regime change.
