#1 A lot of those cities in California look like agricultural centers. They might want to blame it on the EPA for goofing up the irrigation. Sucks to be an illegal alien looking for a job picking lettuce.

#4 I also suspect the unemployment and welfare payouts are somewhat less generous in the areas of lowest unemployment rates.
