Dubai is not the only place. I suspect the major shipping centers have informants in them, and probably not Somalis. Money is still a lubricant.

#3 That is the way the organized pirates have always operated : buy clerks in shipping offices or insurance exchanges to get the information on the juicy targets. Henry Morgan did that, as did many of the successful pirates operating in the Spanish Main.
