#2 When the plague is going on, you don't immediately kill the rats. If you just kill the rats, the fleas simply jump onto other hosts [like humans]. Instead you start killing the fleas with various methods. Once you get the flea population down to a certain level, then you kill the rats to inhibit future return of the pestilence.
