#3 Or they fear Russia might pull the rug out from under them when their banks have been wrung dry of cash. Or thinking that Russia is teaching them wrong perhaps, because they're crazy? Similar thing happened to Mao in China when learning from the USSR how to make the Nuke, but of course our US Universities saved them with Student VISA's.

That's a bit more accurate, considering that senior IRGC officers own a significantly larger part of the Iranian economy than the mullahs.
